You ask Lord Agrippa for a quest.
This quest [1821] is called 'Artifacts of New Kolvir',
for Adventurers levels 200 to 240.
Lord Agrippa is the master in charge of this quest.
With the ties between Rune and New Kolvir becoming ever stronger, it is
time to build a wing onto my castle dedicated to New Kolvir alone. I would
like you to venture into New Kolvir and recover some artifacts from its
denizens. They should show what New Kolvir represents to us, and to its
citizens. Bring them back and give them to my close friend, Sir Tristan,
for storage until the new wing is complete. The people of Rune thank you
for your help in what promises to be an important alliance.
Upon successful completion of this quest you can receive:
*Up to 95 quest points, 9 practice points, 40,000 experience points,
0 build points, 0 piety, and 12,000 gold pieces.
You have 200 Alyrian minutes remaining to complete this quest.
Artifacts of New Kolvir consists of:
Phase 1: Visit the knight, Sir Tristan.
Phase 2: Locate and deliver a jump rope to the knight, Sir Tristan.
Phase 3: Locate and deliver a silver yo-yo to the knight, Sir Tristan.
Phase 4: Locate and deliver an archer's bow to the knight, Sir Tristan.
Phase 5: Journey to (CPK) Upon The Palace Wall.

First of all, my problem with the quest isn't with the rewards but the quest in general.

It sends you to collect artifacts. The Archer's bow is npc-vanish-death so you can only buy it from Fir Stonehammer, who sells it in "War Supplies", and if you look at him his description even goes on about selling the finest quality goods. Potentially you can telesmatic force an archer and steal it, but do you think their archers really would use "artifacts"?

Beyond that, the silver yo-yo and the jump rope come from kids playing with them. The town is supposed to be inbred but would they be inbred enough to let their children play with artifacts?

You could literally just change those three phases to get one artifact of new kolvir and the quest would be both accurate and rewarding. Right now it's a name and a description that just don't make sense.
