When casting levitation for Brahn, if you are already affected by levitation the quest phase won't trigger completion. Just an annoyance.
This quest is called 'Music Lesson IV',
for Adventurers levels 35 to 250.
Lord Vashir is the master in charge of this quest.
MUSIC is the most important part of a BARD'S life. No. It IS a BARD'S
life. Go and see Brahn and take a lesson from him. He will tell you to
consult with another BARD, obtain a suitable instrument, and then perform
for him. The spells that Brahn will teach you to cast may not be that
complex, but as you practice you will become a better musician. Before you
can play the harder SONGS, you must master every nuiance of the easier ones.
Good luck and be sure to practice!

<3603hp 2972sp 3139st> [ 0 * 8 * 16 ]
You begin to play a tune on a well-crafted violin...
[o/~]<3603hp 2972sp 3139st>
You have completed your song.
You have increased the duration of the spell 'levitation'.
And when I wore boots to get the levitation affect off, it triggered phase completion:
You wear the boots of the wizard of Focault on your feet.
Your feet rise a few inches off the ground.
Brahn says to you, 'Thou music shall help thee cross these vast lands.'
Brahn says to you, 'Bards can levitate not only themselves but their formation members as well.'
You have completed a part of your quest!
