If you complete all but one, it does count. The exact break has been left deliberately vague.

You ask Lord Telleri for a quest.
This quest is called 'Economic Diversity', for Adventurers levels 10 to 40.
Description of Economic Diversity:
As mayor of Tellerium, it is my duty to try to unite and bring together
all of the different social classes of my town. Lately, the different
economic classes have been moving to separate parts of town in order to
isolate themselves from the others. This is not good for my reputation, and
of course it is not good for harmony within the town. I need for you to try
your best to unite these groups and help them become friends. Bring
representatives together and initiate talks that will solve this troubling
problem.
Upon successful completion of this quest you can receive up
to 26 quest points, 2 practice points, 7500 experience points, and 5000 gold pieces.
You have 250 minutes remaining to complete this quest.
Economic Diversity consists of:
Phase 1: Rescue an elderly person.
Phase 2: Rescue a domestic woman.
Phase 3: Rescue a homeless person.
Phase 4: Rescue a rich person.
Phase 5: Defeat a stray cat.

The current system time is: Wed Oct 16 00:27:44 2002.

You ask Lord Telleri for a quest.
This quest is called 'Barroom Brawling', for Adventurers levels 10 to 30.
Description of Barroom Brawling:
The proud city of Tellerium is always welcoming new adventurers who are
willing to fight for the cause. Our many thriving industries are constantly
attracting new residents and encouraging development. I often find that
giving people tasks that seem mundane is actually helpful, for the best way
to get to know the city is to travel to as many different places as
possible. Most of the town's fine drinking establishments are very friendly
places, but recently disturbances have been reported at a local pub. The
citizens of Tellerium don't deserve this type of harassment, so your task
will be to travel to the pub and interview witnesses, in order to learn the
identify of the troublemaker.
Upon successful completion of this quest you can receive up
to 23 quest points, 2 practice points, 8000 experience points, and 2100 gold pieces.
You have 160 minutes remaining to complete this quest.
Barroom Brawling consists of:
Phase 1: Journey to Intersection of Scrane and Francis.
Phase 2: Journey to Intersection of Wilkenson and Scrane.
Phase 3: Journey to Corner of Halfield and Wilkenson.
Phase 4: Journey to Burning Lantern Tavern.
Phase 5: Visit a bar patron.

The current system time is: Wed Oct 16 00:48:13 2002.

Description of Tellerium Tours:
The proud city of Tellerium is always welcoming new adventurers who are

time and effort. One of Tellerium's trendiest areas is Steadfast Street,
home to some of the most upscale retail establishments. This quest should
help you get to know them a little better.

No, Scrooge. If I read the INITIAL post correctly, there was a problem with being able to complete a phase of a certain quest. Absolutely nothing to do with you being right or wrong.
